Un-hook `linux64` from the CI build scheduler #266

This should prevent us from doing linux64 builds on buildbot

@staticfloat Can you also change the https://julialangnightlies-s3.julialang.org/bin/linux/x64/julia-latest-linux64.tar.gz URL so that it will point to the Buildkite-uploaded nightlies?
