Builders: don't trigger testers #279

@staticfloat Without the testers, will the "pretesting" binaries ever get promoted to regular binaries?

Oh, and also we need to build the non-assert binaries, which currently are only built when the tester passes.

Yeah. They will stick as prerelease. We should just only build non-assert binaries.
