开始慢慢翻译标准库为社区做贡献

我们现在还没有翻译标准库的计划，貌似。

@doomsplayer 您好。标准库这部分，曾经在某个阶段，接近90%是翻译过的。但是由于julia的更改太快，没法对这一部分进行维护，维护的经历非常大。 目前的计划是先搁置这一部分，至少等julia 到了1.0 的状态再开始翻译标准库。

先感谢你的翻译。这个pr 先放着，等到julia 1.0 以后再关闭吧。希望后来的翻译者也能够看到这段话。
