new login information request prevents logging out #153

The new "Request Individual Tier Access" dialog prevents users from logging back out to bypass this dialog. Bypassing it requires reloading the site with no cookies.

More significantly, in my opinion it would be far better if nothing beyond a github or gitlab account were required for using registrator (this was the previous behavior). It seems to me that with this new dialog, you must satisfy its fields before using registrator. This seems like a potential barrier to usage of registrator for new or infrequent users. Unfortunately, the internet of today is too often a malevolent place, and even if juliahub has the best possible intentions and practices, requests for accounts or additional information make many people justifiably uncomfortable. Granted, it seems like par for the course for a full account here, but I question whether it's necessary just for use of registrator.
