Regenerate Headers and Update JuliaManifest #110

You shouldn't be able to make a commit to this repo that causes the CSRs to fall out of sync; it fails the build if you change the gateware without updating the CSRs. So it looks to me like there's some disconnect between what the gateware on this branch is generating, and what you're using locally to generate the CSRs.

I was thought that was supposed to be the case. I realize I forgot to cherry pick the LitexManifest update. Added.
