Gain distribution #133

This ports over the gain distribution from Limesuite for RX side. For the TX side it will still use the default SoapySDR distribution. Limesuite supports two versions of the gain distribution. I've added both. You can switch between the algorithms by setting the variable NEW_GAIN_BEHAVIOUR.

@sjkelly @zsoerenm Because we maintain libclang-generated julia wrappers, I added CI tests to ensure that we don't fall out of sync. I know, we've had a red X for a while on CI now, but it's helpful to go into the red X and see why it's failing, so that this doesn't prevent future CI runs from building and testing on the xtrxbot.
