Revised install instructions for Vim package management #217

Previous install instructions no longer work. The proposed method is described in :help packages.

The changed line is in the pathogen section of INSTALL.md. If you look at their README, they still use the .vim/bundle directory. The line right above those instructions also advises to look into :help packages instead of using pathogen (just as advised in pathogen's README). I don't think this change applies. I'm closing this, but feel free to comment and I'll reopen if I'm mistaken.
