Package design #9

I think this makes sense as a package on its own. Maybe we can borrow some of the design/ideas from https://github.com/garrilla/geodesy-libraries-for-Meteor

Given the aspirations in #11, the code in https://github.com/proj4js/proj4js (A port of Proj4 to JS) might be more relevant/helpful.
