Change package to provide basic Cxx.jl-based ROOT compatibility only #10

Improve build.jl, generate deps.jl with ROOT paths, etc.
Add deps/.gitignore
Enable ROOT thread-safety
Provide access to ROOT's global locks
Remove ROOT I/O and histogram API wrappers (leave for more specialized packages)
New tests, independent of API wrappers
Update README
Output ROOT init message to stderr instead of stdout
Disable Cxx in REQUIRE to support system-wide Cxx.jl installations
Remove "gen" directory

@jpata: I hope this is Ok - I have several people using ROOT with Julia in production now, and a bunch of new people from other institutes who want to try it out as soon as possible.

This PR turns ROOT.jl into a lean ROOT/Julia compatibility package, leaving it to packages like ROOTFramework.jl (and more application-specific ones) to provide fancier API wrappers where required.

Btw. - should we move ROOT.jl to the JuliaHEP organization?
