The current links to documentation at portal.hdfgroup.org are going away.

We should update the API cross references to the new Doxygen generated API docs. https://forum.hdfgroup.org/t/new-vs-old-documentation-urls/9802/5

The doxygen generated tag file is located here: https://docs.hdfgroup.org/hdf5/develop/hdf5.tag
