Memory leak

Increasing memory usage can be seen when running following code:

using VideoIO

for i in 1:10000000
    io = VideoIO.testvideo("annie_oakley")
    f = VideoIO.openvideo(io)
    img = read(f)
    close(f)
end

Even adding GC.gc can not stop the increasing:

using VideoIO

for i in 1:10000000
    io = VideoIO.testvideo("annie_oakley")
    f = VideoIO.openvideo(io)
    img = read(f)
    close(f)

    GC.gc()
end

So it turn out that some C-API allocated space are not freed.

(P.S. Above code is run on the master branch, my pending PR exacerbates the problem but I found that the master branch memory leak as well).

The problem is due to sws_freeContext being missing. Then SwsContext allocated space would not be freed.

This makes me wonder whether encoding has any leaks. Do you happen to have tested that?
