Move DitherPunk to JuliaImages #7

This is a very nice image processing package and I think it would be wonderful if we can put it in JuliaImages and increase its exposure.

To start the transfer, I think I'll need to invite @adrhill as a JuliaImages member first, so here I'm asking for approval from other members of JuliaImages

It's a cool package! As long as @adrhill wants this outcome, I'd be delighted to have it in JuliaImages.

11 seems relevant, but as long as there's a commitment to eventually getting that done I'd approve and will not be picky about whether it happens before or after the move.

@adrhill Just sent you an invitation to JuliaImages, feel free to migrate once you're ready.

After migration, we also need to submit a PR to the General registry by updating the URL: https://github.com/JuliaRegistries/General/blob/master/D/DitherPunk/Package.toml
