add CompatHelpers and cleanup package dependency #16

There're three things involved here:

add a CompatHelper to send notifications for new dependency version
remove Colors, ColorTypes and FixedPointNumbers from Project, these are reexported by ImageCore v0.8.1
set up compat section for all denpendencies

Can we merge this quickly? I ask this because the latest ImageCore version is v0.8.7 while this package is only compatible to v0.8.4 simply because it's not compatible to ColorTypes v0.8 and v0.9
