"FYI, Cxx.jl(binary build) only works with Julia-v1.1.x~v1.3.x." Implies source build may work on newer.

Maybe it's better to put this notification right after the Installation section?

OK, I also merged #471 to prevent users from using Cxx.jl with a wrong Julia version.
