CompatHelper: bump compat for TaylorSeries to 0.17, (keep existing compat) #160

This pull request changes the compat entry for the TaylorSeries package from 0.13, 0.14 to 0.13, 0.14, 0.17. This keeps the compat entries for earlier versions.
