migrate to franklin #12

This is a POC using Franklin (closes #11 )

PS: if this is merged, it should "just work" and deploy on gh-pages

Hmm - https://julia.mit.edu/ looks pretty broken.

GH Pages needs to serve from the gh-pages branch and not master. Someone who is an owner of this org needs to fix that. Or make me owner and I can fix it.

ah crap it's a user page... ok that's a different build process. I'll fix this.
