CompatHelper: bump compat for MathOptInterface to 0.10, (keep existing compat) #131

This pull request changes the compat entry for the MathOptInterface package from 0.9 to 0.9, 0.10. This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry. It is your responsibility to make sure that your package tests pass before you merge this pull request.

Tulip is not compatible with MOI 0.10 yet. In any case, now that ExactOptimalTransport is registered we don't need this direct dependency anymore and rather replace the exact OT parts with ExactOptimalTransport.
