Package not registered #20

The package seems to not be registered in the general registry, is that intended?

pkg> add LaserTag
ERROR: The following package names could not be resolved:
 * LaserTag (not found in project, manifest or registry)

I don't have an objection to registering it, though we might consider changing the name to LaserTagPOMDPs

A better solution might be to put it into POMDPModels. But, we should avoid the latex dependency in POMDPModels
