Appveyor testing #27

This package has been unreliable on windows (https://github.com/JuliaPOMDP/SARSOP.jl/issues?utf8=%E2%9C%93&q=is%3Aissue+windows). One step in improving reliability would be to enable testing on Windows. I believe this can be done with Appveyor

Now using travis to build on windows
