does intel allow you to download IACA for end-users as well?

Just read through the license... No it does not allow me to redistribute and even automatic downloads seem to be blocked https://software.intel.com/en-us/node/267266

What should be feasible is to use llvm-mca or osaca https://github.com/RRZE-HPC/OSACA

IACA has gone EOL and Intel "doesn't recommend" llvm-mca as a general replacement, so I'll close this as "not planned".
