Does Plots have the right compat entry for RecipesPipeline?

Plots v1.21.1 has compat for 0.3.5, Plots v1.21.0 has compat for v0.3.

I suppose that means this PR would have to go in a v0.4 to avoid any issue?

Yes, you shouldn't be able to get this version with a Plots version prior to Plots v1.21.1
