Hi JuliaQuantum fellows!

I hope I will be finishing some writings and working more closely with everyone soon. This PR is to fix a vulnerability issue noticed here. From now on, we will be using dynamic Gem versions to prevent future out-of-date packages. Hopefully someone can take a look and merge the PR.
