CompatHelper: bump compat for TaylorModels to 0.7 for package test, (keep existing compat) #3471

This pull request changes the compat entry for the TaylorModels package from 0.0.1, 0.1 - 0.6 to 0.0.1, 0.1 - 0.6, 0.7 for package test. This keeps the compat entries for earlier versions.
