up meta for linear API #123

Adapting https://github.com/JuliaSmoothOptimizers/NLPModels.jl/blob/main/src/nlp/meta.jl for Ampl models.

Looks good, but tests still fail on HS14. What is that due to?

It's because the linear API is still not implemented. This is just a first step.
