enable automerge #68

Should help automerge when we register a new version, even if the MUMPS libraries can't be found. See https://github.com/JuliaRegistries/General/blob/7d1e7958ed6e980dc69d380e141502131b0fdbaf/README.md#my-package-fails-to-load-because-it-needs-proprietary-softwareadditional-setup-to-work-what-can-i-do.
