Support `DiagonalQN` element operators

Implement a partitioned quasi-Newton operator that may use every operator from LineraOperators.jl. The idea is to support:

• LBFGSOperator;
• CompressedLBFGSOperator;
• LSR1Operator;
• DiagonalOperator; similarly to the PLSE operator.
