CompatHelper: bump compat for "Tectonic" to "0.7" #79

This pull request changes the compat entry for the Tectonic package from 0.6 to 0.6, 0.7.

This keeps the compat entries for earlier versions.

Note: I have not tested your package with this new compat entry. It is your responsibility to make sure that your package tests pass before you merge this pull request.

Can we bump the version for Tectonic.jl ? I am getting an HTTP error trying to use Tectonic#v0.6.1

This issue does not appear in the latest version v0.8.0. Also maybe we should change to tests so that they can run when success('lualatex -v') is false.
