Initialize CI boilerplate and Registration Prep #1

This initializes CI and adds compats to the Project.toml to prep for registration.

There is, as far as I can tell, no "dummy" or harness module for more thorough testing with SoapySDR. It seems reasonably straight forward to add one using the ExampleDriver.
