Start fresh #8

Now that I have made all the tools I need to do this right, I am creating this a fresh to do it the right way.

Once https://github.com/JuliaLang/METADATA.jl/pull/15055 is sorted this can be merged.

There are a couple of data sets that were there before, but I'ld rather get the nicer code onto master. Current Master has been shifted to the oldversion branch and can be moved to new nice system at leisure.
