You could assign users to roles which could enable the following features:
Restrict access to a runner to certain roles
Prioritize certain roles over other roles when it comes to job assignment -> Priorities
Allow all users to create runners (not just admins): By default only the user who owns the runner is allowed to use it (restricted to users with this role that only this user has). Only admins can still create runners that accept jobs from different roles or assign users to roles.
