Smoother transition to new GAE SDKs

What steps will reproduce the problem?
1. Try to run on GAE 1.8.1

What is the expected output? What do you see instead?
I expected it to fail and it did.  It is missing the correct versions of 3rd 
party libraries, for example babel, html5lib, etc

What version of the product are you using? On what operating system?
Windows running on GAE 1.8.1 instead of the required 1.7.7

Please provide any additional information below.
Just a feature request to lower the strict dependency on a specific GAE SDK 
version.  I have 1.8.1 installed for other GAE work and I can't easily figure 
out how to run course-builder because it has hardcoded requirements for 
libraries that only run on 1.7.7.  Seems too bad.  I installed 1.7.7 in 
addition to 1.8.1, but Windows didn't jump to using 1.7.7 instead of 1.8.1 Not 
sure how to have multiple SDKs in Windows that play nice together.

I actually was making a different error (too).  I was doing a git clone of the 
project which didn't include the lib folder.  I removed 1.8.1 and 1.7.7 
reinstalled 1.7.7.  When that still didn't work I removed my git clone folder 
and used a .zip version.  The .zip version fixed my issue.  It will probably 
work in 1.7.7 or 1.8.1 now I'm guessing.  Ooops.

This is an old issue.  Feel free to mark it as: Closed - No longer relevant

Course builder now lets you use the latest GAE SDK.
