The way that the event association boundaries are defined (how far they can be in time and how close) are just not based on real reasons. It may be worth revisiting them and revising their values.
In particular, I've seen that for example, for cme 20170907102406254, its association with harpnum 7115 should include the dimming with id 9038. But, the dimming happened one minute after the CME. We should allow for some time in identifying the events to not miss these associations while also making sure we don't create false associations. This is a struggle between having the highest verifications possible and not having false positives so...
