Post javadoc jar file #422

The javadoc is getting better and it contains important information for 
implementers. We should be posting javadoc jar files alongside our new releases.

I was getting lazy because they're in Maven Central and it seemed a bit 
redundant to upload to the site as well. Anyone can do it.

Maybe what we should be doing is pushing people to use Maven. I suggest we put 
maven install instructions right on the front page of the google code site. I 
think there are still issues with some requirements not being in Maven central 
(google APIs, mapsforge). I have a clean machine that I need to install 
everything on so maybe I can keep track of a good set of install instructions.

I uploaded javadoc for the main jar.  I think that's enough.

I don't have rights to edit the main page. Only Nicolas can do that.
