`Ctrl + Shift` not working #660

I'm pretty sure this worked before but not anymore. I cannot make commands like Ctrl-D.

yes, this seems to be broken somehow: ctrl+shift shows small letters on the keyboard. although it looks ok for non-standard characters like ä, ö or strings like "test". they still switch to Ä, Ö, Test when ctrl+shift is active.
