Locale specific decimal place #112

I use Slovenia keyboard locale and when i pres decimal on number pad it doesnt work because it is "," intead of "." maybe app should work with both.

Added switcher. So you can force ',' instead of '.' by editing ini file and change value to: Section UI Value: ForceDotInDouble=true
