For 9.1 we updated the file handling for uploading files outside of the media tree to use a file provider. In doing so we introduced a locking condition in the xliff file upload process, so if you are using a folder that is outside of the media tree for your files, and you upload a new file via the xliff connector screen you get a lock error in the browser:
