XLIFF files don't download if the path is outside of wwwroor (on netcore)

In fixing a load of xliff issues in 9.1.2 we broke some other ones.

specifically:

• if the upload folder doesn't exist the file fails to save
• if the folder is outside of wwwroot the download path on .net core is wrong.

this issues effects both v10 and v9.1.3 of Translation manager.

Issues is fixed we need to do all the testing!

• [x] Umbraco 8 - v9
• [x] Umbraco 9 - v9
• [x] Umbraco 10 - v10

for each one

• check existing jobs created before an upgrade still download
• existing jobs can still be uploaded
• new jobs download with the default location
• new jobs with a new location download
• all jobs can be uploaded too.
