Import fails with "File name not long enough" when path contains shortened folder name

In some situations when windows has shortened the folder names, an import of a sync pack with css/style files in it can result in an error :

"File name not long enough"

this is because the is a check for relative folder names, compares the folder lengths before we expand out the shortend file names.
