Scylla.TextboxWithCharacterCount migrator #226

In case this is of any use to anyone else this is a very simple migrator I had to put together for a legacy site. It does nothing more than change the datatype to a core Textbox Property editor and copy over the maxCount value configuration.

Sorry, I was just about to update the PR with the migrator moved to its own folder but you beat me to it.
