Output all data to google spreadsheets. Notes:

Stick to english locale
Separate tables for each data type: prisoners, incidents, prisons, tags, articles, etc.
Include models/fields we plan to add to database: prisoners-age, prisoners-gender, events, etc.

Todo:

in CreateCsvZip function in ApplicationController, figure out a way to find the csv data from the model name and read it into the file
Add CSV output for other models
