Create a video conference #3

As a doctor , I wish i am able to create a video conference so that i can consult my patient

Acceptance Criteria:

  1. A external source (WebRTC , or NodeJS and Socket IO )used in order for the video chat to work.
  2. Able to support streaming over media and able to stream files over.
  3. Attributes required time and date stamp.
  4. Need a patient in order to start video conference.
  5. Video conference is started based on the time booked by the patient.
  6. Once , patient has checked-in, Doctor starts the video conference.
