Only return policies from their own tenant, if not an admin. #90

multi_tenancy as an option was not even in the cfg, so added that. One part where it is beneficial, is in network policies, because you dont want to return all network policies if you are not an admin.

Hi @mnederlof it is good stuff, but Juniper ignores github pull requests. If you want to contribute directly you need go into review.opencontrail.org create account, sign it. Then first you need to create bug with description of your contribution here https://launchpad.net/juniperopenstack and then create review review.opencontrail.org with Closes-bug: #

Second option is that I can do it for you, if you want.
