This works with old galaxy modules still.

Updated requirements.yml to pull in juniper.device collection and README.md to point to Juniper doc site explaining changes. Next step...updating examples.

Updated requirements.txt for additional python module required by juniper.device collection. Also updated junos_commit_config to include example for using legacy role for Ansible 2.9 and lower and device collection for Ansible 2.10 and above.
