This is needed for making Warp17 work with Mellanox CX5 NICs + DPDK 19.11.

The part that removes the multi-ring tx offload config if the drivers don't advertise it should be removed when this patch makes it in a supported DPDK release: https://patches.dpdk.org/patch/78088/
