This PR gets the .tex and .tikz file generation working with PGFPlotsX.jl.

The PGFPlotsX.DEFAULT_PREAMBLE and PGFPlotsX.CUSTOM_PREAMBLE get appended to format.tex_deps when rendering a PDF.
