Save work order images locally and upload when WiFi is available.
Cache work order images images at full-resolution, and a thumbnail locally.
If the large version of the image is no longer cached, it should be automatically downloaded if the work order line item is selected again.
If there is no thumbnail version of the image, maybe it should be downloaded again and a new thumbnail made, or maybe store thumbnails on the server.
