Fixes the first issue in https://github.com/Juris-M/legal-resource-registry/issues/6#issue-677512838

Thanks for this. Just one question. Is VGW meant to show as +VGW? (That prefix character wouldn't be parsed, and would come through literally.)

[The VGW fix is actually contained in https://github.com/Juris-M/legal-resource-registry/pull/5] Thanks for spotting this. No, it should be the bare VGW without a jurisdiction. Somehow I lost the orientation. So, for a court abbrev without jurisdiction, I needn't add anything, only with > or < the jurisdiction is pre-/appended, right?
