Adding a summoner build #60

Created a summoner build config based off of Kay's Spectre Summoner build. https://www.pathofexile.com/forum/view-thread/2181275

Gems and skill tree updates per lvl/act.

Make sure the meta.ini file only has the class info in it, instead of your character name and progress

For your level 16 gem setup you have 3 gems from Silk. He only gives one gem as the quest reward, so I would pick the highest priority one for that. And make the others purchased from Yeena. Same for Lost in Love in 24, and Sever the Right Hand in 28, etc.

You can keep doing what you're doing for upcoming gems by putting them in the notes, but I designed it so that you could put them in early under the "All" group and the note will automatically show you the level that the gem becomes available at. If you'd like to do that instead. Either way works.
