Hier sollen die fachspezischen Logiken abgespeichert werden.

[ ] create a folder (service/)
[ ] add basic scopes (e.g. service/emergency.py and service/query_helper.py)
[ ] CRUD (create, read, update, delete) for user table
[ ] get user close to this location
