Add URL value support for manifests #6

Allow plugin creators to specify a URL where people could obtain their plugin from.

Additionally, a different feature can be added where plugin creators can choose to upload their plugin to an index where PCA would automatically handle their URLs in case the plugin is not going on the plugin store.
